CASp Certification

US Access Consultants, Inc. is certified to provide California Certified Access Specialist Program (CASp) Certification for building owners in the state of California.  Certification types include “CASp Inspected” and “CASp Determination Pending”.  CASp Inspected means that the site was inspected by a CASp and was determined to meet all applicable construction-related accessibility standards.  CASp Determination Pending means that the site was inspected by a CASp and is pending a determination by the CASp that the site meets applicable construction-related accessibility standards upon removal of existing barriers.

After US Access Consultants, Inc. completes an inspection of a facility of public accommodation, the CASp Inspector shall, upon a determination that the site either meets applicable construction-related accessibility standards pursuant to paragraph (1) of subdivision (a) or is “CASp determination pending” pursuant to paragraph (2) of subdivision (a), provide the building owner or tenant requesting the inspection with a numbered disability access inspection certificate indicating that the site has been inspected by a certified access specialist (CASp). The disability access inspection certificate shall be dated and signed by the CASp inspector, and shall contain the inspector’s name and license number. Upon issuance of a certificate, the CASp shall record the issuance of the numbered certificate, the name and address of the recipient, and the type of report issued pursuant to subdivision (a) in a record book the CASp shall maintain for that purpose.

Note:  In 2008, landmark legislation was enacted to increase enforcement of disability access laws while providing a measure of relief to businesses that are in compliance or that attempt to comply with the federal and state disability access laws (SB 1608, Corbett et al., Ch. 549, Stats. 2008.)  Senate Bill 1608 created by the California Commission on Disability Access, required all inspections relating to permitting, plan checks, or new construction in privately owned buildings to be conducted by a building inspector who is a Certified Access Specialist (CASp). A procedure was established aimed at businesses that become involved in litigation for violations of construction-related disability access requirements to request a court-ordered stay and early evaluation conference (EEC) to resolve the complaint (if possible) if the business had been inspected by a CASp. Text of Senate Bill 1608 can be found here.
